
Bills Introduced in the 2026 Session

With the 2026 session under way, we are seeing may bills moving through the system. Three bills that are currently in motion in Georgia include H.R. 5438, HB 1078, and HB 326. H.R. 5438 is the Incentivize Savings Act by Congressman Rich McCormick (R-6th District). It was introduced back in September of last year and is currently in the introduction stage. The House Committee on Oversight and Government Reform is having a mark-up session before it moves forward. This bill would require remaining funds to be distributed into 3 categories. 49% will carry over to the next year, 49% would go to paying off national debt, and the last 2% would go to employee bonuses.
HB 1078 is sponsored by Rep. Scott Hilton (R-48th District). It is meant to reform the Georgia Administrative Procedure Act that outlines regulations for agencies to make sure they follow due process. HB 1078 would create a four year review cycle on all state agency rules. This is to prevent rules becoming outdated. Lastly, HB 326 is titled State Health Benefit Plan Nonopiod Coverage Parity Act. It is sponsored by Rep Michelle Au (D-50th District) to combat the opioid epidemic. It would work by making it easier to aquire nonopioid pain medication. It has been assigned to the House Health Committee.
Congressman Rich McCormick (R-6th District) posted a tweet about how the House Committee on Oversight and Government Reform will be reviewing his Insentivize Savings Act (H.R. 5438). It will be interesting to see the mark ups as this bill aims to lower spending sprees at the end of the year and create an allocation of savings.
Director for The LIBRE Initiative Stefanie Zaenker shares her support towards HB 1078 that creates a 4 year review for all state agency rules. This will be interesting as it reforms the Georgia Administative Procedure Act.
Jeff Breedlove, the CEO of The Amercan Addition Recovery Association, tweeted his support for HB 326 sponsored by Rep Michelle Au (D-50th District). This bill aims to help the opiod crissis by advocating for nonopiod pain medication coverage.
